The leadership of Hampshire and Isle of Wight Constabulary is undergoing a significant change following an inquiry initiated by the Independent Office for Police Conduct (IOPC). Scott Chilton, formerly chief constable, has stepped down after being informed he is under investigation for potential gross misconduct.
Mr. Chilton, who dedicated approximately 33 years to policing, beginning his career at age 18, had previously faced scrutiny from the police watchdog regarding a failure to disclose a relationship during a prior misconduct hearing involving another officer. The Southern Daily Echo first reported on this matter.
The IOPC’s investigation, triggered by referrals from the Hampshire and Isle of Wight Police and Crime Commissioner (PCC), initially focused on allegations that Mr. Chilton potentially violated professional conduct standards related to honesty and integrity, duties and responsibilities, discreditable conduct, and adherence to orders.
According to IOPC director Derrick Campbell:
“Our investigation began following a conduct referral from the Hampshire and Isle of Wight Police and Crime Commissioner (PCC) on February 27. The allegations concerned a failure to disclose a conflict of interest related to a workplace relationship prior to his appointment as chief constable.”
He further elaborated:
“Subsequently, following a second referral from the PCC’s office on March 31, our investigation expanded to include an additional allegation—a failure to disclose another conflict of interest relating to yet another workplace relationship after he had become chief constable.”
Mr. Chilton has now retired from his role with immediate effect. The IOPC confirmed that this retirement will not affect the ongoing nature of their inquiry.
As director Campbell stated:
“We understand that the Chief Constable has today retired from the force with immediate effect. This will not impact our investigation, which remains ongoing.”
The IOPC emphasized that serving a gross misconduct notice does not automatically guarantee disciplinary action.
