ICE, ATF capture fugitive in multinational manhunt wanted for 'brutal murder' in the Caribbean Crime

A Jamaican man wanted for murder has been apprehended by U.S. Immigration and Customs Enforcement (ICE) agents following a years-long pursuit across multiple countries.

Orville Andrew Pernell, 32, was taken into custody on April 4th in Savannah, Georgia, after an extensive investigation involving ICE Homeland Security Investigations and the Bureau of Alcohol, Tobacco, Firearms and Explosives. The arrest concluded a global search for Pernell, who has been evading authorities since 2020 when he was initially accused of committing a “brutal murder” in St. Lucia.

“After a long run from justice, he’s finally back in custody and facing the consequences,” stated HSI Atlanta on X.

Pernell’s history includes multiple escapes from law enforcement. He first evaded authorities during his murder trial in St. Lucia, fleeing to Jamaica. He was subsequently arrested in Jamaica but managed to escape custody a second time.

His attempts to enter the United States were also met with challenges. In December of 2022, U.S. Border Patrol agents encountered Pernell near San Ysidro, California, attempting entry using fraudulent identification. He was paroled into the country and given a notice to appear.

Prior to his final capture in Georgia, Pernell was arrested by the Clayton County Sheriff’s Office in July 2023 for possession of a stolen motorcycle and attempted evasion. During this arrest, authorities also discovered a stolen 9mm handgun in his possession.

The collaborative effort that led to Pernell’s apprehension involved agents from various agencies.

Pernell now faces charges including being an alien in possession of a weapon. He will ultimately be extradited back to St. Lucia to stand trial for the murder he is accused of committing.

“We are committed to tracking down fugitives who pose a serious threat to public safety, no matter where they may try to hide,” said ICE HSI Special Agent in Charge Atlanta Steven N. Schrank.
